TRAINING PROGRAMS

FEMA Benefit Cost Analysis Training

the State of Alaska Division of Homeland Security and Emergency Management (DHS&EM) Mitigation Team is offering FEMA Benefit Cost Analysis (BCA) training on May 18-20, 2009 at their office in the National Guard Armory.

This training is designed to assist local communities with Local Hazard Mitigation Plans in completing the BCA requirements for the Hazard Mitigation Grant Program and Pre-Disaster Mitigation Grant project applications.

This training is appropriate for emergency managers, HMGP and PDM project managers, community engineers, grant writers and planners.

You are welcome to bring multiple staff or contractors who will be assisting you in your project application development.

This training will cover the new FEMA Benefit Cost Analysis Revised (BCAR) software which is now required by FEMA for all applications.

This is a unique opportunity because we have reserved the third day of the class for project development.  You should plan to bring to class examples of current or future mitigation projects to consider for State and FEMA mitigation grant funding.  The class instructors and the staff of FEMA Region 10 will be on hand to answer questions about project eligibility, development, applications, and review procedures.

The intent is to have this class result in a series of solid applications that can be successfully considered for funding this year and in subsequent years.

The training is offered at no charge, but there is some on-line training required prior to attending the class.

Pre-requisite Training:
The links below are to the pre-requisite training for students. Students who are attending the training are required to complete the appropriate on-line courses prior to attending the classroom portion of the training. There are two on-line courses available and they can be found on the BC Helpline website. http://www.bchelpline.com/training.html

The class is planned to be offered in the State Emergency Coordination Center (SECC) where there will be computers for each student.  If you wish to bring your own lap top, please see the FEMA site: http://www.bchelpline.com/regn.aspx for the software download and computer requirements.
